They are doing construction on the Parliament Building in Québec. There is a black retaining wall about 8 feet high around the perimeter of the front of the building. The only way to capture a shot without the ugly wall was to go low into the beautiful gardens that surround it. In retrospect, this is likely the best way to shoot it regardless of construction.
